Measurements for the Browband are approximate and they are taken from End to End.  If you are ordering a wave/curved shape, if you order up a size, the wave/curve shape of the browband will sit deeper on the horse's head.  In other words, the next size up creates more of a wave effect and the curve drops lower toward the horse's eyes.
